Rosie W. Tinsley

Ms. Rosie Tinsley is the Defense Finance and Accounting Services’ (DFAS) Chief Financial Officer (CFO). She assumed her current role in June 2019. Ms. Tinsley serves as the senior agency financial manager and advisor, providing management of the daily financial operations for DFAS. She oversees a comprehensive resource management program for the Agency’s $1.5B annual budget, while also supporting the DFAS financial statement audit requirements and fiscal services.

Prior to CFO, Ms. Tinsley was the Director, Strategy, Policy and Requirements (SPR), where she served as the executive responsible for the Agency’s Strategy. In this role, she was the principal strategy advisor and consultant in the development of the DFAS Strategic Plan, Human Capital Strategy, Strategic Scorecard, and Organizational Performance Assessments. She developed, implemented, and/or oversaw the Agency’s Strategic Plan and Initiatives, Scorecard, Governance Process, Strategic Communications, and Organizational Performance Assessments. She also assisted in developing performance management tools and techniques. Ms. Tinsley was responsible for Department of Defense (DoD) financial management policy and served as an expert advisor in developing, promulgating, and interpreting standard financial policy and procedures for the DoD. She also served as the DoD’s Adjudicator for loss of funds cases. Ms. Tinsley led Agency internal control and risk management programs, along with financial management and administrative support programs.

Ms. Tinsley was appointed to the Senior Executive Service in May 2006. She graduated from Ball State University’s Honors College with a bachelor’s degree in Business Administration. In addition to being a Certified Government Financial Manager and Lean6 Black Belt, Ms. Tinsley has her Level 3 certification in the DoD Financial Management Certification Program. She is a member of the American Society for Military Comptrollers, Association of Government Accountants, and National Association of Female Executives.
