Chris Harris

Chris joined mLINQS in 2021 and is a seasoned Program Executive at the firm, where he has led successful software implementations for federal agencies including the U.S. Secret Service, Department of Veterans Affairs, and FBI. He draws on more than three decades of experience, including a 31-year career in the U.S. Navy focused on project management, human resources, and operations research.As the Navy’s Assignment and Travel Business Design Owner, Chria had a major role in the ongoing development of Navy pay and personnel system / NP2, including agile development of mobile PCS tools complementing that effort.

He concurrently served as Director of the Distribution Management Policy and Procedures Division at Naval Personnel Command, overseeing global assignment policy for 330,000 sailors. As commanding officer of the Navy Manpower Analysis Center (NAVMAC), he led efforts to optimize more than 724,000 billet requirements worldwide.

Earlier in his career, Chris served as a Mission Commander in the E-2C Hawkeye and as a maritime analyst for U.S. Forces Korea. He holds PMP, SPHR, and Scrum Product Owner certifications, and earned degrees from the University of New Mexico (B.A.) and the Naval Postgraduate School (M.S.).
