Calandra Layne

Mrs. Calandra Layne is the Director of Financial Improvement and Audit Remediation (FIAR) at the Office of the Under Secretary of Defense (Comptroller), where she leads the Department of Defense’s audit remediation strategy and efforts to strengthen internal controls and financial data quality. Since joining the government in 2019, she has driven transformational change across systems, policy, and personnel to enhance decision-making, resource management, and mission readiness.

Before entering federal service, Ms. Layne was an internal auditor and management consultant, advising agencies like the DoD, Treasury, DHS, and NSF on audit remediation, risk management, and business process improvement. She played a pivotal role in establishing DoD’s first fraud risk management strategy and previously served as the Department-wide Consolidated Audit Liaison. Ms. Layne is a Certified Defense Financial Manager and certified Project Management Professional with a BS in accounting from George Mason University. She serves as vice chairperson of the AGA Council for the Advancement of Women and advocates for gender equity, inclusive leadership, and strategic DEI initiatives. In 2022, she received the Carrol H. Hynson, Jr. Award for DEI in Philanthropy from the Community Foundation of Anne Arundel County.
