Andrew Pavord, Ph.D.
CEO, Federal Consulting Alliance

Andrew Pavord is the founder and CEO of the Federal Consulting Alliance, a Service Disabled Veteran Owned Small Business.  As a government executive, he led budget processes for the DC Government, the U.S. Small Business Administration, and the U.S. Department of Treasury.  He also managed headquarters operations for the U.S. Department of Treasury and served as chief of staff to the Chief Financial Officer of the US Department of Veterans Affairs.  As a consultant he focuses on the development and implementation of budget systems.  Over the past ten years, he has led implementation efforts at multiple Federal agencies.  He currently serves as the training coordinator for the Budget Line of Business.  In the last three years, he has led the development of classes on over sixty budget topics and delivered instruction to over 10,000 students.  In July 2024, he was elected president of the American Association for Budget and Program Analysis.  He retired as a colonel in the Army Reserve after a 32-year career that included deployments to Desert Storm, Bosnia, and Afghanistan.  He earned an MA in economics from George Mason University and a  Ph.D. in political science from the Johns Hopkins University.

Curtis M. Masiello
Managing Partner, Masiello Advisory Services, LLC

Curt Masiello currently is a managing partner of Masiello Advisory Services, LLC. Masiello Advisory Services provides advice and assistance to Federal Government customers and their industry partners on business operations and national security related matters.

Dr. Masiello previous assignment was assigned to the Office of the Director of Administration and Management in the Office of the Secretary of Defense as Director of Integration and Program Support. He was appointed to the Senior Executive Service in May 2016, as Director of Planning, Performance, and Assessments and DoD Deputy Performance Improvement Officer in the Office of the Deputy Chief Management Officer, later the Chief Management Officer. He led development of the Fiscal Years 2018-2022 National Defense Business Operations Plan. From 2019-2020, he served on the DoD Contracts Management Reform Team, and from 2020-2021, served as Assistant Director of DoD Presidential Transition Task Force.

Prior to May 2016, Dr. Masiello served as a senior program manager for Engility Corporation (formerly TASC, Inc. and Northrop Grumman) primarily providing advisory and assistance services to the Defense Threat Reduction Agency (DTRA). He was instrumental in numerous DTRA strategic management and planning-related activities and projects, to include facilitating agency inputs and analyses for: the 2005 Base Realignment and Closure Act; 2006 and 2010 Quadrennial Defense Reviews; DTRA Review Panel (aka the Ash Carter-AMB Bob Joseph Study) in 2008; and 2009 Nuclear Posture Review. He also contributed to the organizational design of DTRA’s Nuclear Enterprise Support Directorate, the Chief Scientist Office, and Strategic Planning Office.

Before joining Northrop Grumman in 2002, Dr. Masiello served as a field artillery officer in the U.S. Army over twenty years. His assignments include the 101st Airborne (Air Assault) Division, 3d Armored Division, 42d Field Artillery Brigade, United States Military Academy, 10th Mountain Division (Light Infantry), U.S. European Command, and Office of the Chairman of the Joint Chiefs of Staff.

Dr. Masiello was commissioned as a Regular Army officer upon graduation from the University of Connecticut in 1982. He received his M.A. and Ph.D., both in political science, from The Johns Hopkins University. He was an MIT Seminar XXI fellow (2000-2001).

Tom Simoes
Director of the Investment and Development Division, Office of Budget

Mr. Simoes serves as the Director of the Investment and Development Division within the Office of Budget since May 2012. His responsibilities include analyzing and making recommendations concerning budget policies and estimates in the areas of Procurement, Research and Development (R&D), and Military Construction. Mr. Simoes has over 30 years of service with the Department of the Navy and the Department of Defense. Mr. Simoes was selected as a member of the Senior Executive Service (SES) in July 2008 to serve as the Associate Director for Ground, Sea, & Other Programs in the Office of the Under Secretary of Defense (OSD) (Comptroller), Investment Directorate. During this time, Mr. Simoes led a team of senior budget analysts responsible for over a $100 billion annual investment portfolio that covered ten different procurement and R&D appropriations. Prior to his position with OSD Comptroller, Mr. Simoes was a senior Operations Research Analyst in the office of Cost Assessment and Program Evaluation (CAPE) within OSD from May 2003 to July 2008. While in CAPE, he was responsible for the oversight of defense mobility programs such as the Air Force’s Tanker Replacement Program and cargo aircraft such as C-17, C-5, and C-130. During this period, Mr. Simoes managed the Air Force Tanker Recapitalization Analysis of Alternatives (AOA), a 40-year $110 billion program involving the replacement of over 500 KC-135 aircraft. From April 1999 to May 2003, Mr. Simoes was the Deputy Head of the Program Planning and Development Branch (N801) within Office of the Chief of Naval Operations Programming Division (N80). During this time, he supervised 25 military officers and civilian program analysts in the development of the Navy Program Objectives Memorandum (POM).
